United Nations Security Council Renews Mandate of its Counter-Terrorism Executive Directorate
On 20 December 2010, the UN Security Council adopted Resolution 1963 renewing the mandate of its principal counterterrorism-related expert body, the Counter-Terrorism Executive Directorate (CTED).
A number of steps taken in the renewal resolution reflect recommendations put forward by the Center in its September 2010 report, An Opportunity for Renewal: Revitalizing the United Nations counterterrorism program, which was designed to help inform the CTED review process and secure and enhance the positive momentum that many perceive in the UN’s counterterrorism work. That assessment was based on consultations with dozens of member state officials, UN officials, civil society representatives, and academic experts, as well as a two-day retreat for key stakeholders.
As urged in Opportunity for Renewal, the renewal resolution calls on CTED to emphasize the preventive and holistic aspects of the UN’s vision of counterterrorism in its dialogue with member states; includes robust language on human rights and the rule of law; and urges CTED to deepen its engagement with other stakeholders, including regional bodies and civil society.

Center Announces New Co-Director, Programs Officer
James Cockayne takes on the role of Co-Director of the Center on Global Counterterrorism Cooperation with founding Director, Alistair Millar. Since joining the Center as a Senior Fellow and Director of the New York office in March 2010, Cockayne has overseen the Center's 2010 Independent Strategic Assessment, An Opportunity for Renewal, co-authored Center reports on North Africa, West Africa, and charities, and developed new projects working in East Africa and with the United Nations on organized crime. Cockayne, a former Director of the Transnational Crime Unit in the Australian Attorney-General's Department, and previously Chair of the Editorial Committee of the Journal of International Criminal Justice, will continue to lead the Center's work in New York.
Liat Shetret has been appointed Programs Officer in the Center’s New York office, building on her work with the Center over the last 3 years. Shetret will oversee effectiveness measurement for the Center's counterterrorism projects in East Africa and the Horn of Africa, manage all logistical aspects of the program, and serve as Center liaison with our partners across the UN. Shetret is also developing innovative policy thinking on the use of the internet for terrorist purposes and prevention of violent radicalization.
