Open Source Analysis and Information Sharing in Counter Terrorism

From 14-16 June 2011, CGCC and the Inter-Governmental Authority on Development’s Capacity Building Program Against Terrorism (ICPAT) co-hosted a seminar on Open Source Analysis and Information Sharing in Counter Terrorism in Nairobi for a select number of intelligence officers and criminal analysts from Djibouti, Ethiopia, Kenya, Somalia, Sudan and Uganda, as well as South Sudan.

This seminar was the second in a series of meetings designed to strengthen a regional counterterrorism law enforcement network in the IGAD region. Over the course of the multi-day training, attendees were exposed to a range of analytical, technological and organizational tools to strengthen their effectiveness in countering threats posed by terrorism. Topics included open source analysis; the use of new analytical tools to identify and sort data; gathering and evaluating source material; and cognitive interview techniques.

Training sessions were led by implementing partner organizations John Taylor International Partnership (JTiP) as well as Integrity Research and Consulting. Seminar participants engaged in a number of small group exercises such as red-teaming, link analysis and mind-mapping, as well as an extensive discussion on information-sharing in the East African context. Participants concluded the meeting with a brainstorming session on the development of concrete mechanisms for cross-border open source analysis and information sharing in the subregion.
