Human Rights and Counterterrorism

With support from the Ford Foundation, the Center on Global Counterterrorism Cooperation has been engaged in two-year project looking at integrating human rights and good governance into international counterterrorism efforts. That project has explored the inherent linkages between respect for human rights, good governance, and effectively combating terrorism as well as the tensions which frequently emerge between these concepts in practice. It has looked specifically at implementing the human rights elements of the UN Global Counter-Terrorism Strategy and sought to provide practical guidance to decision-makers on what human rights compliance means and how it is to be achieved in the context of counterterrorism law and practice.
